Actually, not new. Carl Sagan proposed an ancient alien theory and published it in a scientific journal- very clearly stating if you want to find aliens, look for evidence in our past- don't use radio telescopes. He even suggested the Sumerian culture had artifacts that might make it 'the first contact' culture.
