Hello, Scott. I found an article that suggest this video was created by Aristomenis Tsirbas, a television director, in 2016. I updated the essay to include the data source, 2 articles, outlining production- but still am uncertain if it originated in 2016, or it was elsewhere.

I found another alien interview, from 1997, which I may have misremembered as being the interrogation video. Interestingly, they both use similar language set, like- reincarnation and soul existence after death. The alien footage in that is supposedly 'real,' but comparatively that one looked fake, where as the interrogation bloody real. Could fake be real because anything that looks real is fake?
