I agree with your thoughts about past ethical violations being problematic at best. I think there may have to be an amnesty clause for all of those involved in order for us to get the greatest level of disclosure. It may even be reasonable, if we assume the reality of aliens may confound even the best of us and people were just doing the best they can given what they knew at the time. But then, that assumption, opens a big can of worms. If a crash happened in Roswell, one might also assume "Chariots of the God" author Erich von Däniken could be right in his theory that they have always been here. If that's true, well, I can't imagine any cover up that justifies the abuse the experiencers of this phenomena have suffered while keeping something secret that is has always been with us.
