I wonder if there is too many 'Others' to truly sort if 'they' care. We also, as you touched upon, have to sort what care means. From the perspective of Star Trek, the Prime Directive clearly outlines the protocols for caring- don't give primitive humans nuclear weapons.

Maybe the freedom of choice is the most fundamental force, and though there can be influences, those that influence are limited in their interaction to not go beyond a souls ability to resist. In the book of Job, God restrained the devil's influence. Again, if we change the metaphor from religious memes to alien memes, it still an interesting meme- higher beings exercise more restraint than children... So, clearly these beings are not helicopter parents. :) That says something about them, but also about us. We are more capable than we credit ourselves.
