I wonder if this is always been true? Most government personalities have like a gestalt personality that it has it's own personality, and so the only way to improve the state is for all individuals to somehow engage in self improvement? What's interesting is we have so many present technologies and philosophies and protocols, we really have a great deal of knowledge available to us, and yet- we seem to not be getting traction...

Is this just human condition?
