I would be surprised if anyone think it's one answer fits all. Even my hard-core, 'it's aliens' friend don't think it's all aliens all the time. There is probably a good percentage of things that are just misidentified. That's just human. There is definitely subterfuge and misdirection, and multiple agencies involved. Ideally, I would like it to be aliens, even if only in part. All explanations open a huge can of worms, and a million questions. If it's ours, and the tech is vastly superior than what the public knows- greed and power are poor explanations for a species that could be improving the planet and society, instead of engaging in war games and economic policies and games that destroy our home world. Or economic policies that keep a class division alive and well; slavery by any other name is still that. Even that, opens a million questions.

If we have good tech, why aren't we shooting down drones? We want them to see what we don't have, or what we do have? Or, are their drones as sophisticated as ours, and if we shoot them down and public gets a hold of one of those and backwards engineers antigravity skateboards in their garage, game over? Or the nations and governments aren't in control and Space Warden is a thing and they're the ones running the drones... A million more questions...

I don't know how to take the fear component out of this mess. I don't fear the aliens. Seriously, if they're coming here from other star systems or other dimensions, they could have destroyed us. They haven't. That doesn't mean there isn't a horror story at the end of this scenario, but I would be more suspect of my own species at this point. Humans have done, and continue to do, some horrific things to other humans.

It strikes me that it may be impossible to remove the fear component with evidence, valid or not, of conspiracies. Once there is a hint of conspiracy in the soup, it's hard to remove that flavor. Take David Icke. He 'preaches' love, aliens, and raising consciousness, but have you heard him speak? His message plays on fear. There is this universal them versus us, with 'them' being vague enough to be anyone. I am not sure who 'us' is, but I am hoping I am an us. Unless 'us' is bad. See, back to a million more questions...
