Was his recognized 'MH' disability ever concern enough he was discharged from duty? NO! Then yes, it's a smear campaign. Did he get better? Yes. So why bring this up? Oh, because it's a smear campaign. Did they focus on his recovery and improvement in clarity? No? What is this?
