We Need Civilian Protocols for UFOs

Maybe the military has protocols for aliens. The Catholic Church says, if they come we’ll baptize them. What should us regular folks do? Create an Amber Alert app to notify civilians of UFOs?

Likely the greatest thing to come out of the Phoenix Lights Incident is that the civilian population realize there is no protocol and no one to call in the event of UFOs. People called the military and they referred them back to civil. News agencies hung up on callers. Local law enforcement referred them back to military. The governor referred to military. Military said it’s a civilian matter. “Not Our Problem” seems to be the answer to UFOs and aliens. In the absence of authority taking lead, is it any wonder civilians are stepping up to do their jobs?
