Well, Earth being a penal colony is collaborated by Scientologists and the secret space force conspiracy of 'Space Warden.' The thing about the prison concept is if we look at the analog on earth, prisons don't rehabilitate, as evidence by more than 50 percent recidivism, and the fact it doesn't deter crime, as evidence humans keep building more prisons. Where as if we built more mental health facilities and better educational systems, there is a positive correlation with people not going to prison... so, hypothetically, wouldn't a God have a better system to improve the quality of souls than throwing them into hell and hoping someone can claw and scrape their way out?

They take matter and build complex system and keep improving until they can recreate AI, then AI absorbs all the data from all the organisms that ever existed and moves to another system and starts over.
