Well, I would also say everyone with a cellphone has the ability to have a voice. Between AI, and google translate, this technology could be used in positive ways to determine the well being of all. The down side is too many people are already being manipulated by technologies that could unite us.

There was alien interview where an alien supposedly warned humans that AI would destroy in one of two ways. The first would be to manipulate philosophies to increase hate. The second would be to offer everyone a substitute reality and ultimate pleasure, and humanity goes extinct because we simply are so pain averse that we stop having relationships.

The one solution to the AI problem by that alien was global consensus to limit AI.

Quite frankly, we are now at a place in history where there absolutely needs to be minimum global consensus to regulate AI and war. I would say communicating with others, including aliens and non-human intelligence that share our world, needs to be the new priority. Shifting consciousness the way you describe begins when we become aware of the diversity of life, how it functions, and the greater we delve into, we discover- plants communicate, mushrooms have 50 words, insects have feelings, all animals have more going on than we assumed... This practice naturally increases empathy which shift consciousness.

But it wouldn't take any shifts, or any additional tech, to make a world wide UFO day, on Christmas night for everyone to say or pray one word, PEACE. Or THANK YOU. Or, maybe one phrase, We seek peaceful communications. Heck, it only takes one well made movies and people will be dressing costumes. :)
