You used hypothetical quite a bit.

He did use some hypotheticals, and some analogies, but many of his statements were not conjecture, as evidenced by: "I’ve made it very clear what I said and I went right up to that line by saying, do I think the United States government is in possession of the exotic material and I said yes, and I stand by that."
Is Luis walking a line? Yep. But he has also spoken more direct truth about what is going on than we have had in years. The hypothetical about some people are about to be in trouble for running black ops without oversight and not reporting into a chain of command, that's also actually a fact. People have been in trouble for less. Contra hearings? It is very likely we don't have full public disclosure because some people are in trouble. That is one reason why Luis, and others, have suggested we may need amnesty to get full disclosure.
Luis created the "hypothetical groundwork for a government conspiracy?" Isn't the fact that the US government denied UFO/UAPs for the last 70s years, said they weren't studying them, and then, oops, NY Times reveals a program where the government acknowledges it's studying UFOs mean we're beyond hypothetical government conspiracies? That's now fact. The government conspired to keep secret they are studying UFOs. There is legitimate evidence they disparaged, ridiculed, and or killed people to keep this secret. Not hypothetical...

You don't just say, 'well, boss, I disagree and would like to speak to the President now.' Mellon had more access to the President than Luis, and he couldn't get it to the President. He had access to multiple presidents! What did he do? He took video that he obtained in cloak and dagger drama styled fashion and took it to the NY Times. Did you say you watched a 100 Luis videos? You need to watch them again. The chain of command blocked access to higher levels. No one was getting to the top of the chain, much less the President. This is not a Bruce Willis movie where you force yourself into the office and say, Mr. President, I need to talk to you.
